Take it to your Dodge dealership-- it's a defect in the clear coat-- Dodge will be reluctant to cover the repaint, and only do sections (which is BS). If it happened there, there's a good chance the rest of the truck will experience the same thing. This is common on dark colored vehicles... complete paint peel off to the primer happens a lot too.
