Didn't say it was the worst, just one of the worst :-) But the violations
for the Inspection and decals can only be put on you if you are driving in
VA. A NJ cop isn't going to pull you over cause you have VA tags but no
city decal, it's not his state, he cannot do anything about it really... NJ
is probably just worse, and VA regulations aren't that bad on the State
inspection, but there are some small things that are a pain.
