Yeah, those are a major pain to get to. Maybe check with a good auto a/c
shop too, they do those often.

   Of course, it never hurts to get a second (or a third, etc.) opinion,
but this could be legit. From what I have heard, the heater core (and
evaporator coil, since it is in the same location) is a MAJOR pain to
replace, and takes a lot of labor since you basically must pull the entire
dash apart to get to it. $400 labor would probably be something like 4-6
hours, which from what I have heard, could be accurate.
