O2 code/Fluctuating Idle

My PCM thew the following code: 52 Sustained rich mixture exceeds range of
control. Also at the same time, the RPM's started fluctuating. At idle, it
fluctuates 200 RPM and I can feel it hesitate on acceleration. The O2. sensor
has been replaced and it still throws the same code. Also, I may have a leak in
my header gasket. Are these a related problem? It does run a little rich at
idle due to the cam. Here's my specs.:
