That sounds like what is happening except that only one of the
filaments in the dual filament brake lights are being lit when I
energize the back-up lamps.

That's pretty much what I meant. The ONLY way the "bright" filament in each
bulb should light up is by energizing the appropriate left (pin 5, dark
green/red wire) and right (pin 6, brown/red wire)
If this is a commercially constructed trailer, I would suspect the wiring
connectors. The blue, snap-closed, Scotchloc connectors may be good for dry
desert applications but I give them two years max. in our climate even if
the trailer is parked all winter.
If the trailer is home built or home wired, I would "ring out" i.e.:
continuity check every wire, end-to-end to determine where they really go
and what the resistance is. Also, the brass strips in tail light assemblies
get "funky" after a couple of years. The brass turns green and good
electrical contact gets problematic.
