Well, if you are driving in fog, dusk, or rain, your headlights should be on
anyway.

As already noted, people without DRL's are MORE noticeable here. Every
time I see one I know it's an old car or an out of towner.

As for glare in the rear view mirror? I have never noticed that in the
~20 years since they became mandatory here.

It's so much easier to see an oncoming car in the fog, dusk and rain
with DRL's. Even in good weather they're great when a car is coming out
of the sun etc.
