If you tried moving the wheel immediately after startup, I'd say is.
You gotta let it warm up a couple minutes. You should also notice at
the same time your brake, clutch and transmission (last 2 only if you
have a stick) exhibit similar behavior. The tranny doesn't loosen up
until a mile or two down the road.
