How long has it been since you've last changed the tranny fluid?? I'ld bet
a fluid change & band adjustment would solve some of your problems.

A shift kit would be a logical thing to do if you've got the time and money
to do so.... They run about $100, and I had mine installed for another $100.

As far as other mods, I would start with the basics (plugs, wires, cap &
rotor, t-stat) then work up to a cold air intake, V8 TB, and a high flow cat
& muffler.

$500 can go a long way if you do your homework and you're not afraid to get
some grease on your hands! :)
