Balance pipes (H-pipe) between each side of a dual exhaust system have been
around since the 60's muscle cars. These are supposed to enhance low end torque
and take some bark out of the exhaust note. The X-pipe cross over is just the
evolution of that. They are on virtually ever NASCAR Nextel Cup car so that
should answer your question about whether they work.
