Not sure if my original answer made it through or not, but have you looked
at the OD able/disable wire? I would think that under part throttle, it
will come on in the range you are looking for.
Of course manual disable via the switch on the stalk or dash (year
dependant) will trip your plans up.
You might also be able to hang a counter circuit off the RWSS. Once you hit
"X" number of pulses per second, you could enable/disable the planned
electronics.
