There are ways to do it without removing the heads, but with the compression
#s you are showing, you need to do some investigative work.
Put the cylinder in question at TDC. Apply compressed air via the spark plug
hole. If it's the exhaust valve air will escape through the tailpipe. If
it's the intake, you will hear it through the throttle body. If rings,
through the oil filler cap. If head gasket, through the adjacent cylinder's
spark plug hole.
If you do decide to replace the engine, remember this. Don't shop by price
only. You will get what you pay for, usually.
