That's most likely it, or you have a dead cell. After sitting for 8 hours, a
good battery should sit at 13.48 to 13.61. When you checked the voltage, did
you probe the posts, or the cable ends? Try probing both, seperately. Also
try the voltage at the positive side and the voltage at the starter post.
There should be no more than a .04 volt drop. Biff

 Sounds like a possible very bad connection at the ground side of the
battery, that is a lot of resistance to start melting a ground cable. Clean
those connections well and try it again.
