Just in case this helps:

On the 99, the cluster itself can control the speedo.

You can see this with the diagnostic test: hold the odometer button in and
turn the key to on (not start) and i think you have to hold it in for a few
more seconds. Then the entire dash goes thru a dance.

Not disputing what was said, just adding to the confusion... :)
