Easy fix, throttle position sensor, takes about 2 minutes and very common.
I just had to do mine for the second time. Replace it for about $35 and two
torx screws.

Subject: DML: Dakota with throttle or transmission problem
I have a 2001 Dakota automatic with 5.9 engine. When the cruise control is
engaged, or I am holding the throttle steady, the engine revs up and down
from
100 to 200 rpms repeatedly. It is especially bad when under a load such as
going up a hill or pulling a trailer. Anybody else have this problem or
have a
fix for it?
