Sounds like a tire with separated belts, I have had that happen with an old
set of Michelin tires.
Are your tires in good shape? Try rotating them and see if that helps.
That might tell you if it is a tire or something more serious.

I have a 2001 Dakota AWD. When driving around 25-35mph my steering wheel
shimmy;s back and forth. At higher speeds everything is fine. I had the
tires/wheels balanced and front end aligned but didn't fix. Anyone see this
before?
