   It definitely shouldn't be open - leaving it that way will cause it
to fight the IAC (idle air control motor). The IAC is probably
compensating by closing further than normal so that might not actually
be a problem in this particular case, but what is a problem is that
nipple is allowing unfiltered air into the intake manifold which can
allow all sorts of junk to find its way into your engine. Unfortunately
I don't know enough about the 3.9 to be able to tell you if that nipple
is supposed to be hooked up to something or plugged, but I'd give a
good hard look around that side of the engine bay for any vacuum hoses
that might be hanging free. If you can't find one, just put a vacuum
cap on that nipple to plug it up. I do seem to recall people talking
about extra vacuum nipples on their intake manifolds which were plugged
from the factory, so it may be that the vacuum cap that was on yours
has simply deteriorated and fallen off.
