What causes belt squeal? (really - get technical)

I just replaced the tensioner pulley and water pump. Everything was all good
for about a week and then it started squeaking. I cleaned all the pulleys
with some soap and water using a brass brush, then hit it with some brake
cleaner to make sure eveything was off of them after the water pump
replacement. The tensioner seems fine, the belt doesn't seem loose or
anything, it's just squealing like mad. Would a worn tensioner cause this?
I just replaced the pulley on it about a month ago.

I've taken it off and spun all the pulleys on everything - they all seem
fine. No extra effort is needed and they all spin smoothly.

I'm about ready to pop for a can of belt dressing and hose the damn thing
down until I have the time to take everything apart and clean it all again.

Help me fix this please, I'm at my wit's end with this thing.
