The State doesn't care about you improving performance. They'd rather
you didn't. The State decides whether a particular modification
changes mileage & emissions, regardless of what documentation/evidence
you have. California's laws are really tight, anything you hook up to
the drivetrain needs a California Air Resources Board number IIRC,
certifying that The State has determined it won't destroy the
environment. No CARB # and the inspection station might get upset.
