I am gonna go out, start all my lawnmowers, start all my cars, put a fire in
the fireplace, burn some trash, and turn on all my outside faucets...in
honor of the environment....

The State doesn't care about you improving performance. They'd rather
you didn't. The State decides whether a particular modification
changes mileage & emissions, regardless of what documentation/evidence
you have. California's laws are really tight, anything you hook up to
the drivetrain needs a California Air Resources Board number IIRC,
certifying that The State has determined it won't destroy the
environment. No CARB # and the inspection station might get upset.
