I had all sorts of problems with my 2k like that, I ended up having a vacuum
leak. My IAC was sticking too, but the root cause ended up being the vacuum
leak.

A vacuum leak can allow more air into the intake manifold, causing the IAC to
close to compensate. If the leak is large it will close completely and not
be able to effect it any further - causing your high idle. You'd be able to
hear a leak that size for sure though, so if you can't hear it it's got to be
something else.
