Anything below a 4 is just a non-event. Anything below a 3 you probably
won't even notice unless you're watching a seismograph. Remember how much
of a non-event a 5.5 is as far as damage goes, and then remember that the
Richter Scale is logorithmic - a 5 is twice what a 4 is, a 4 is twice what
a 3 is....
