You cat is probably no longer functioning as effectively as it needs to.

Pull the rear O2 sensor and tie it to the frame. plug the hole in
the exhaust with the other sensor or a pipe plug if you care about
noise. See if the light comes back on. I'd bet it won't.

This is a permanent solution to the MIL if it works, but NYS
inspection is supposed to do a visual so if you can't make it look
like you still have an after-can O2 sensor if your shop actually does
the visual it should fail and you'll need a new catalytic.
