Yup...definitely sounds like the tube seals.

Just changed the plugs in my wife's 95 Neon 2.0 SOHC, and noticed a fair
amount of oil around the bottom of the plugs. Is this common and if not
what's the fix? I'm thinking pull the valve cover and replace some seals?
