I've got another data point. I had a '94 318 as well (gave it to my
father). It has a similar issue below 1/4 tank but not nearly as bad as
yours. It's as if the fuel pump assembly was sucking air when the fuel
level gets low enough. The problem hasn't gotten any worse, so we're
going to leave it until it gets more comfortable to work on.
