Failed spring in the lower radiator hose, assuming that's the side that the
water pump sucks from on a Neon. Not sure about the heater hoses, though,
should those have springs in them too?

Plugged radiator maybe? Can't move coolent through it, but there's enough
expansion when the engine gets warm to puff the hoses back out, then collapse
them when it gets cold and shrinks again.

If you open the cap when the engine is cold, then start it and let it warm up,
can you see the coolent circulating?
