Wait, can they do that??? (Well, yeah I guess they can do anything

though that as long as your truck meets the emissions standards that
were in place at the time your truck was built, you should be ok. I
mean, emissions standards are stupid to begin with, but this would
seem to just be common sense, and is usually the way laws are written.
Are they requiring Model Ts and musclecars to install cats and meet
the current emissions standards too?
I don't know if there is a "loophole" there for you, but I'd
certainly check that out if you haven't already. Some emissions
programs have a provision where if you spend X dollars trying to
remedy the problem, you will get a pass even if it is still failing;
that might be something to look into to. Can you register the vehicle
somewhere else or as something else? :-)

someone more knowledgeable about this stuff than I will chime in on
