CA did that several years ago and pissed off a lot of people in the process.
Don't know what you else you can do aside from what you wrote.

I did check and double check after it failed the first time. That is
correct. The limits changed huge..I mean going from 9.0 to 2.0 on the
NOx? Crazy! People are passing and I'm not so something is wrong
with the lil red Dak. I would have never been able to pass emissions
looking back. I was always over the limits on NOx and other
measurements. They say if I spend $715 and don't pass I can get an
exemption. That is only good for 1 year and I have to get it fixed by
then, they only issue one! I don't think they have emissions where my
brother lives so maybe he can register it with me. It just bugs me
that it would have failed before....I could have had Diamler take care
of it. Now that I have so many miles on it it's my wallet that
suffers..... Hmmm? Yep I'm disturbed about this...not funny any
more! ;-)
