If not, the inspection is worthless. I just had to do the front brakes on my
wife's Grand Caravan. Three of the four pads were about 1/4" thick still, but
the other one was bare metal. That was the *inner* one, so without taking off
the wheel, you can't even eyeball check it. If all they're doing is looking
through the wheel, they'd have said this was perfectly safe.
