Rotors and drums will do that. Worn wheel hubs "can" but normally you'll
hear something grinding too.

It seems more speed related, i.e. the faster I am moving, the heavier the
pulsing when pressing the brake pedal, the slower I am moving, the lighter
the pulsing. It's not real forceful, but definitely more than just a feeling
in the bottom of the foot.
