How to kill the electronic restrictor?

My buddy has a blocked rear axle, headers in his 3.9l 1992 Dakota.
Every time he is now on the autobahn he will hit very fast the electronic RPM restrictor.
He has a Jet Chip Stage 1 which, he said, doesn´t fix that "problem".

Any suggestions?
