He will have to get a custom tune for his PCM to remove the speed
limiter(not RPM limiter) SCT, B&G, or Tom Fox can all remove the limiter.
SCT will allow him to have the tune "tweaked" later on if he wants via email
tunes, that he loads himself, Tom Fox and B&G both require the PCM to be
removed and shipped to them.
