Thanks, your description sounds like what I have.

As for the part, the local dodge dealer quoted 179.55 for a 'lower
coupling' and it would take 3-5 days to special order.
chryslerpartsdirect.com has "LOWER COUPLING, Dakota, Power Steering,
4WD - 1992-00 - 1992-00" for 94-96 for $147.42. The illustration is
pretty crummy, so I'm not 100% sure. This is lower than your price,
does this sound like the right part to you?

I may cut that zip tie off the boot and see what I can do for
lubricating that coupling. Is this part serviceable in any way?
