I don't think the VIN is as big of an issue as it seems... it all
depends on what you're doing. If your replacing just the frame and
using the cab you already have, it should not be an issue at all. But
if you're using the chassis and the cab off the donor vehicle, you may
just get the title from the donor vehicle, and then after you're done
get it inspected and you'll get a new title for that vehicle.

I'm not sure on the actual process in WI, but I have looked into it
here in IL on another project i'm working on it seemed pretty
straightforward.
