relay in the dash fuse panel? there should just be the fuse and the flasher - no relay - if I'm recalling correctly.
If you swapped the flasher and the problem /changed/ I'd suspect the replacement flasher. It's a common part through many years and models, find another known good vehicle and swap among them...
