Plug under dash?

   The other day, I noticed a "plug" (for lack of a better term) under
the dash of my '96 Club Cab. Its on the driver's side, almost directly
below the steering wheel (but under the dash, near the pedals).
Its blue, and looks like some type of electrical interface, where you'd
plug something into it... Does anyone have any idea what that
something would be? What is this plug for?

   I checked the owner's manual with no luck. I don't have the
service manual.

  Any thoughts or ideas would be appreciated! (My first thought
was that it was for a snow plow control box to plug in to, but
since I didn't get the plowing package, I wouldn't think they'd put
it in there...)
