I think the whole issue here is whether the data is active or passive.
Active transmission requires power/antenna/calibration/etc... over
a specified frequency.
Passive transmission, however, 'echos' back the requested information
to an external power / amplified carrier source. Much like an x-ray
machine or CT. No antenna or constant transmission needed.
