If I had to guess, I'd think that the delay is probably EPA red tape.
It used to be that manufacturers had to get driveline combinations
approved for emissions. If the specific combination of engine, tranny,
and gears is not available on another model, it needs to be specifically
approved. This is probably a lengthy (and possibly expensive) procedure.
