It ight be the torque converter kicking in, I know on my mom's old car ti
would do the same thing, right around 60 the torque converter would kick
in and it would surge on you and want to keep going faster, and the cruise
could never keep it under control if you had it set in the 60-70 range, at
55 before the converter kicked in it was fine and above 70 after converter
was fully engaged it worked fine, but in between as the converter was
engaging it ran just like you described, of course this was an '85 Olds
Delta 88 seems like the problem would've been fixed on newer vehicles.
