Texas has mandatory insurance, too. Unfortunately, it's too easy for
irresponsible people to get around the requirement. They just go to a
company that sells insurance by the month, get a policy long enough to get
tags, inspection and dl renewal then drop their coverage. They usually
don't get caught until it's too late.
