I think most thermostatic fans do this. It may be that when engines are cold the fanclutch is stiff and wont disengage for a
few minutes. Then it seems that your engine is reved up more than it really is. After a few minutes the fan clutch will
release and coast which makes the engine seem to slow down. Then if the fanclutch is a good one it will rengage whin the
airflow to it gets pretty hot.
