I don't doubt for one minute that you are absolutely correct about that.
But the point is not what is better or cheaper, it's what will be used and
provide the greatest protection for the greatest number of people under the
most circumstances. If it's not used it may as well not be there. All these
issues were considered when it was decided to go with something more than
just lap belts. There are other issues also such as how to anchor 4 point
belts and still provide a nice looking interior (one that Detroit can sell
to the public). 3 point + airbag is a compromise between the tanks the
government would like to see us drive and the easy to sell, high profit
cars Detroit wanted to make.
