This was a well-known problem with several model years of Honda
Accords. Seems the Michelin's Honda used on their cars did not
"ground" very well and shocked owners on a regular basis. It was
worse in low humidity conditions.
Once owners changed to a different brand tire, the problem went
(mostly) away....
