  VASCAR == Visual Average Speed Computer And Recorder. It's basically a
fancy stopwatch connected to a time/distance calculator. Most systems
are connected to the police car's speedometer system, meaning it can determine
distance while the car is moving, hence be used when the police are cruising
OR stationary.

  Since there are no emissions, VASCAR is completely undetectable with usual
electronic measures. Airplanes and road markings are not reliable indications
of VASCAR, since any roadmarks (guard rails, overpasses, etc.) can be used
to demark distances.

  Also, since VASCAR is subject to human error, it is not completely reliable
and can be successfully fought in court. But the best insurance is to stay
alert, and that's better protection than even the most expensive radar
detector.
