Actually, a high pressure builds up naturally at the cowl of all vehicles,
forcing air into the cowl scoop. This is what they are used for, thats why
all factory cowl inductions are sealed to the air cleaner. Otherwise, like
you say, if a vacuum were created, it would suck fuel out of the carburetor
(or air from the throttle body).
