let me see if I remeber this right....

a positive offset moves the wheel in, works kinda' like backspacing. The
higher the positive offset, the farther the hub is from the centerline of the
wheel, resulting in the wheel sitting inside the fender more.
a negative offset is the opposite. The higher the negative offset, the
farther the wheels stick out past the fenders, resulting in a cartoon
character look (and kinda' funny lookin' if you ask me)...

I think I got that right. Someone will let me know if I didn't =)
