I average about 18.3 MPG in mixed highway/city for my '95 318 CC 5-speed.

Fill fuel tank all the way, compare gallons with trip odometer. Reset trip,
repeat at every fueling.
The biggest MPG draw for me is towing, second biggest is lead foot. Hint...
