Its a federal law, I am in MD and you still can not mess with exaust pipe
(down pipes) in front of the cat. It has to do with the overall use of smog
pumps and cats with air tubes, O2 sensor location etcetera. Headers that are
CARB legal are 50 state legal since CA is the biggest liberal-too-many-stupid-
people-state, they exceed EPA guidelines and therfore, set the norm.
Move to South Dakota. As long as you have cats, they dont care.
