Air noise/line missing?

I have a 1997 Dakota Sport 3.9 4x4 that started having a lot of air noise under the hood.
On the right side of the block there are two places for lines, one is connected to some
gadget back at the fire wall (looks emission control to me), the other is open. Putting
my finger over the end of it shows it has strong intake suction. There was a little black
rubber cap laying below it so I put it on. About 4 seconds later the truck stalled, so
that sure wasn't it. Can't find any lines not connected...? The one that is attached is
to the front of the block, the one open toward the firewall and slightly lower. Anyone
have this problem? I've noticed it idles a bit rougher & the oil is dirty again after
less than 500 miles. Nothing in the owner's manual naturally!
