The theory is that by running the exhaust through to be burned a second
time, impurities and pollutants that might otherwise get exhausted into the
environment, instead get burned and the exhaust winds up cleaner. As far as
making the engine less efficient, we sometimes have to make a choice
between more efficient and cleaner.
