Don't know about Illinois. California you're not allowed to alter the
catalytic in any way (BAR-90/92 Regulations). You are also not allowed to
alter the exhaust system configuration either...(Single exhaust converted to
Dual is a BIG nono with CA.)
The rules SUCK. I now live in Texas and there are no SMOG rules in this
area.
Check with your local B.A.R. for the correct information.
